Policy Recommendations

EMEA has developed six Discussion Policy Papers, two Policy Briefs, and one Policy Note  in close collaboration with project partners and informed by contributions from farmers, researchers, policymakers, advisory services, industry representatives, and other stakeholders engaged throughout the project. The objective of this work is to translate ReForest’s scientific findings, Living Lab experiences, stakeholder engagement activities, and practical implementation lessons into actionable policy recommendations. In line with the Grant Agreement and European Commission guidance on project impact, our methodology ensures that ReForest results contribute beyond research outputs and provide concrete inputs to policy discussions at European, national, and regional levels. Special attention is given to the evolving policy landscape surrounding the post-2027 Common Agricultural Policy (CAP), climate and biodiversity objectives, carbon farming initiatives, sustainable finance frameworks, and rural development strategies.

Сайтът six Discussion Policy Papers form the foundation of the policy engagement process. Each paper focuses on a strategic theme emerging from the project, including governance and regulation, market integration and value chains, digital tools and innovation, climate adaptation and resilience, financing and investment, and broader enabling conditions for agroforestry expansion. Together, these themes explore the contribution of agroforestry to social innovation, the green transition, climate change mitigation, adaptation, and rural resilience, and more. Their purpose, in a nutshell, is to open discussion, identify trade-offs, and frame key questions for policymakers and stakeholders.

Building on this process, two Policy Briefs were developed to address the major systemic gaps identified throughout the project. Policy Brief #1 – Governance and Regulations for Agroforestry Expansion focuses on the implementation gap that persists despite growing policy recognition of agroforestry. Policy Brief #2 – Finance and Investment Mechanisms for Agroforestry Transition in Europe addresses the investment and financing gap that continues to constrain agroforestry adoption.

While the Discussion Policy Papers are more analytical and research-oriented, the Policy Briefs are designed for policymakers and decision-makers. They synthesise the main findings from the discussion papers, stakeholder consultations, and Policy Dialogues into concise, actionable recommendations to support policy design and implementation.
